Late-night drink orders will be banned in South Australia in response to the state’s Royal Commission into Domestic, Family and Sexual Violence recommendations.

Alcohol deliveries will be only be allowed between 10am and 10pm – with a minimum two-hour pause between ordering and delivery – under landmark liquor licensing reforms introduced in response to the Royal Commission into Domestic, Family and Sexual Violence.

Evidence shows that alcohol can fuel and exacerbates family and domestic violence and that these reforms are an important step to improve safety and reduce harm.

Alcohol is reportedly involved in up to half of police-reported family and domestic violence incidents and has been reported to increase both the severity and frequency of violence.

In addition, the Liquor Licensing Act has been amended to reflect the intent of the law to minimise both the harm and potential for harm caused by excessive or inappropriate alcohol consumption.

South Australia is the first state to take action and introduce important safeguards for the delivery of alcohol into the home, with the bill passing Parliament this week.

The alcohol delivery restrictions are part of the five-year plan to implement the Royal Commission’s recommendations.

Early actions have included establishing a standalone Domestic, Family and Sexual Violence ministerial portfolio, funding Embolden to establish and manage the Lived Experience Advisory Networks, establishing the Office of DFSV and investing $2.8 million to uplift existing services.

Embolden CEO Mary Leaker said that the release of the implementation plan was “an important milestone in responding to the Royal Commission”.

“We welcome the Government’s commitment to long-term reform and investment in a stronger, more coordinated system for people impacted by domestic, family and sexual violence,” Leaker said.

“The Royal Commission reinforced the importance of lived experience and practice expertise in shaping reform.

“Continued collaboration with the specialist services sector and victim-survivors will be critical to ensuring these commitments deliver meaningful and lasting change for communities across South Australia.”
